Danish Refugee Council (DRC) has been working in Bosnia and Herzegovina since 1992 and closed its office in the country at the end of January 2010 after 18 years. In July 2018, DRC re-opened its mission responding to the increasing and priority needs of Persons of Concern (PoCs) in close cooperation with the BiH Authorities. More specifically DRC BiH focuses on improving the access to primary and secondary health care including psychosocial and mental health services to PoCs, as well as on enhancing the overall protective environment for PoCs with particular focus on case management in SGBV and timely outreach response to rights violations at the borders. DRC has a main office in Sarajevo and activities implemented in Una-Sana, Herzegovina- Neretva, Tuzla and Sarajevo Cantons.

Basic functions: Medical Officer is responsible for the quality and effective medical operations and exercises in the field ensuring that the health needs of Persons of Concern (PoCs) of different gender and age (including children and UASCs) are duly met. He/she carries out the quality improvement activities in collaboration with the Health Team Leader, in compliance with the law and policies related to Health Care in BiH.
Reference: Medical Officer refers directly to the Health Team Leader working under the supervision of Programme Manager and in close collaboration with other project involved staff.
Specific duties and responsibilities:
- Assesses health care needs of PoCs, supervises their referrals to primary and secondary health-care treatment and advocates for their rights to health care;
- Provides medical care to PoCs in need, with the support of Health Team Leader, establishing a strong quality control system and ensuring that PoCs’ rights are respected;
- Supports medical procurement process including the preparation of medical specifications, provision of inputs to the tender dossier, as well as evaluation and contract management;
- Be present and contactable by designated health-related institutions and staff during the assigned duty, with driving routines to the designated locations;
- Regularly liaises and communicates with all other relevant local departments and implementing agencies’ medical (including pediatrics) personnel on relevant medical issues, under the supervision of Health Team Leader;
- Facilitates that all undertaken services to PoCs are charged out in accordance with appropriate protocols;
- Contributes to the maintenance of a financial and administrative control system for payments committed and released by DRC related to the project implementation, under the supervision of Health Team Leader and with the support of the Finance Officer;
- Provides adequate response to other health and protection related - DRC requested tasks;
- Be adequately responsive and collaborative due to other local and central stakeholders' health-related priorities and requests, having consulted the supervisory DRC staff beforehand;
Specific duties and responsibilities:
- Assesses health care needs of Persons of Concern (PoCs), supervises their referrals to primary and secondary health-care treatment and advocates for their rights to health care;
- Mobilizes motivates and advises local Primary Health Centre medical teams and direct health-care providers in their response and delivery of services, medicines, and supplies under the national healthcare system;
- Mentors and supervises DRC staff engaged in coordination and facilitation of health care delivery by PHC medical teams in transit reception centers for refugees and migrants in Sarajevo and Mostar, making them effective and responsive in action;
- Supports medical procurement process including the preparation of medical specifications, provision of inputs to the tender dossier, as well as evaluation and contract management;
- Oversees supply, distribution, and consumption of medical supplies and consumables to PoCs in transit reception centers for refugees and migrants, which is under the direct realization of PHC medical teams;
- Manages and updates the financial and administrative control system in place for payments committed and released by DRC BiH linked to the implementation of the health care component;
- Acts in close cooperation and strong co-ordination with health-related federal and cantonal authorities (including relevant ministries) and local level institutions (clinics, primary health centers and institutes of public health);
- Identify health care gaps with a view to generating ideas for future projects with strong beneficiary impact;
- Ensures that all health-related project documentation is handled and filled in accordance to DRC Operations Handbook.
Qualifications & experience required
- Secondary degree in a relevant field or higher education or related license in Medical Science, Emergency Medicine, Psychology or another related field
- Added value would be experience in refugee/displacement programs or in programs targeting local vulnerable groups with health challenges;
Work Experience
- At least 2 years' working experience within an international humanitarian or development organization;
- Experience in working in complex, fast-changing and volatile contexts;
Key Competencies
- Thorough understanding of best practices and strategies in health care response programming (general medicine, family medicine, first aid, MHPSS, and related matters);
- Proven experience working in emergency settings and the ability to work in multicultural and difficult environments, including stressful and critical situations;
- Excellent interpersonal and problem-solving skills, diplomacy skills, flexibility, and pro-activeness;
- Strong planning and time management skills;
- Valid driving license, high level of professionalism evidence by clear driver’s record;
